Asia Pacific College (APC) continues to advance its commitment to industry-centric education through its partnership with the National Citizens’ Movement for Free Elections (NAMFREL) and Geodata Systems for the 2026 BARMM Parliamentary Election.
Under the NAMFREL Elections Data Analytics Center, a team of 44 students and 9 faculty members from the School of Computing and Information Technologies (SoCIT) and the School of Engineering (SoE) designed, developed, and supported technology solutions that contributed to election analytics, monitoring, reporting, and security initiatives. Students are from the Computer Science, Information Technology and Computer Engineering Programs.
APC’s Contribution
- Interactive Election Analytics & Insights
APC developed interactive dashboards that transform election data into clear, meaningful, and accessible insights. The platform enables users to explore election results, election return transmissions, voter turnout, overvotes, and other key election indicators through dynamic visualizations and analytics.
Hosted on APC’s infrastructure, the platform was designed to support secure, reliable, and highly available access to election information, while maintaining data sovereignty and enabling timely visualization of incoming data. - AI-Powered Election Monitoring and Incident Analysis
Through Project SAIR (Sentiment Analysis and Incident Reporting), the team developed an AI-powered monitoring platform that brings together publicly available election-related news and incident reports submitted by field volunteers.
Using AI-assisted, aspect-based sentiment analysis, Project SAIR helps organize and analyze information from multiple sources in a unified dashboard—providing NAMFREL with an additional tool for monitoring emerging issues, identifying information that may require attention, and supporting data-informed election observation. - NAMFREL Operation QR Count 2026 Mobile App
The team developed the NAMFREL Operation QR Count 2026 (OQC 2026) mobile application to support volunteers and citizens in independently checking publicly posted election returns.
Through the app, users can scan QR codes from posted Election Returns (ERs), providing a technology-enabled mechanism that supports NAMFREL’s citizen-led election monitoring and verification activities. - Cybersecurity and Systems Protection
Behind the dashboards, AI platform, and mobile application is an equally important layer of cybersecurity and systems protection.
The team implemented security measures and monitoring mechanisms designed to strengthen the confidentiality, integrity, availability, reliability, and resilience of the NAMFREL-APC election technology environment—helping ensure that the platforms supporting election analytics and monitoring remain protected and dependable.
A Continuing Partnership
The 2026 BARMM Parliamentary Election marks APC’s second election analytics engagement with NAMFREL and GEODATA Systems, following its successful participation during the 2025 Midterm Elections. The continued collaboration reflects confidence in APC’s capabilities in data analytics, software engineering, artificial intelligence, and cybersecurity.
